Row 10: purl, slip 1 (pr), knit 1. Row 11-12: knit with dc. Row 13-14: knit with dc. Row 15: knit 20 stitches onto another needle (can be circular or on a stitch holder), knit the middle 15 stitches in garter stitch (30 rows).
