My calculations are made for ages 6-9 months. Enjoy!
For work, you will need:
Circular needles 6.5, 100cm
Circular needles 5, 100cm for the waistband
Needles 6.5, 40cm for sleeves (can be double-pointed)
Needles 5, 40cm for the ribbing of the sleeves (can be double-pointed)

Note: the dress is knitted in a "classic" way, except for the 1*1 ribbing. I knitted them using the "grandmother's" method to make them tighter.


Let's get started!
Cast on 45 stitches, join in the round.
Knit 5 rows of 1*1 ribbing for the neckline,
Then 3 rows of stockinette, 1 row of purl, 17 rows of raglan (I knitted in the round, and made raglan increases in every row)
Transfer the stitches for the sleeves onto a thread.
10 rows of stockinette, 1 row of purl, 2 rows of stockinette,
5 rows of ribbing (knit the waist ribbing with #5 needles using the grandmother's method)
2 rows of stockinette, 1 purl row.
The upper part of the dress is ready, it should have 94 stitches.
Skirt:
1 knit row with 11 increases = 105 stitches = 5 leaves of the pattern on the skirt. The pattern repeat is 21 stitches. I found the pattern on the internet,
The pattern is knitted according to the scheme from top to bottom.
20 rows of the pattern, then we start to form the leaf,
After completing the pattern, starting from the knit row, knit 8 rows of garter stitch and bind off the stitches in any convenient way.
Sleeves:
Knit 17 rows of stockinette with 42 stitches each.
In the 18th row, make decreases (7 stitches*decrease) = 38 stitches, transfer to 5mm needles and knit 1*1 ribbing for 17 rows, using the grandmother's method, then bind off the stitches
