Cast on 35 stitches.

Row 1: knit, all purls, knit

Row 2: 1 knit, yarn over, 16 purls, yarn over, 1 purl, yarn over, 16 purls, yarn over, 1 knit

Row 3: knit, all purls, knit

Repeat rows 2 and 3 until there are 56 stitches

Next, knit the scallops as shown in the photo

there are no scallops here. I knit the edge on the front side with purl stitches for several rows (about 8-10 rows). You can knit the edge right away, or you can sew it later.

And the scallops are knitted like this: several rows of stockinette stitch on the front side, then knit 2 together, yarn over until the end of the row, and again several rows of stockinette stitch on the front side. The scallops form when you fold and knit or sew them.
