First, work the edging, then the cuff. Next — knit in stockinette stitch, and for the heel, use short rows.

Needles:
sock needles 2.5 mm
Gauge:
30 stitches and 40 rows in a 10×10 cm square in stockinette stitch after blocking.
Abbreviations and symbols:

Instructions
Cast on 224 (232) 240 (248) 256 stitches.
Join in the round, place a round start marker (pm).
Edging:
Row 1: k2tog knitwise through the back loops — repeat until the end of the row.
→ 112 (116) 120 (124) 128 sts remain.
Row 2: again k2tog knitwise through the back loops
→ 56 (58) 60 (62) 64 sts remain.
Knit 20 rounds in stockinette.
Cuff:
Fold the cuff in half. Using a spare needle, pick up every 2nd stitch from the 4th row after the edging (or from the 6th from the start).
Fold the work with the wrong sides together and knit the stitches together:
k2tog (one st from each needle), 1 k, repeat until the end.
The cuff is completed.
Turn the work. Continue knitting in stockinette stitch.
Leg:
Knit in stockinette stitch in the round for another 9 (9) 10 (10) 11 cm (including the cuff) or until the desired length.
Heel
The heel is knitted with short rows on half of the stitches — using German Short Rows.
Short Rows:
RS:
Knit the specified number of stitches, turn the work, yarn forward, slip the stitch as purl, pull the yarn back over the needle and tighten — a double stitch (dp) is formed.
WS:
The same, only from the wrong side.
Count double stitches as one!
Dividing Stitches:
Divide the stitches into front and back parts:
28 (29) 30 (31) 32 sts for each.
Highlight the middle of the heel:
9 (10) 10 (10) 11 sts — left side,
10 (9) 10 (11) 10 sts — center,
9 (10) 10 (10) 11 sts — right side.
Place markers:
pm (left side), pm (center), pm (right side).
Knitting the Heel:
Row 1 (RS): 28 (29) 30 (31) 32 knit, turn.
Row 2 (WS): all purl, turn.
Next:
Row 1 (RS): to dp, do not knit it, turn.
Row 2 (WS): to dp, do not knit it, turn.
Repeat these rows 8 (9) 9 (9) 10 times — until you reach the markers.
Then: knit all stitches (including the front part), all double stitches — knit through both loops.
Shaping the Heel:
Row 1 (RS):
knit to the marker, remove the marker, knit the center, remove the marker, 1 knit, turn.
Row 2 (WS):
knit the center, remove the marker, 1 purl, turn.
Remove the markers.
Row 1 (RS): to 1 st after the turn — knit dp + one more, turn.
Row 2 (WS): similarly in the reverse direction.
Repeat 8 (9) 9 (9) 10 times more — until all heel stitches are knitted.
Foot
Continue knitting in the round in stockinette stitch until the length of the sock:
18 (19) 21 (22) 23 cm, or until the desired length, considering that the toe — is another 4–5 cm.
Toe
Divide the stitches in half: 28 (29) 30 (31) 32 sts on each side.
Start of the row — on the left side, pm — on the right.
Decreases:
Row 1:
1 knit, ssk, knit to 3 sts before the marker, 1 knit, sm, 1 knit, ssk, knit to 3 sts before the round start marker, k2tog, 1 knit. (4 sts decreased)
Row 2:
all knit.
Repeat rows 1 and 2 another 9 (9) 10 (10) 11 times.
Finishing:
On the needles 20 (22) 20 (22) 20 sts:
10 (11) 10 sts at the bottom and 10 (11) 10 sts at the top.
Sew these stitches with a mattress stitch (stitch to stitch)
Weave in the ends. Knit the second sock similarly.
Optionally, you can insert a thin elastic into the cuff for better fit around the ankle.
