Nuances of crocheting a multi-layered dress with ruffles:
1) Ruffles are connected to each other using a filet mesh: 1 double crochet, 1 chain stitch, 1 double crochet, 1 chain stitch, etc.
2) If a lining is to be used, deep rows under the ruffle can be crocheted with a larger filet mesh, replacing double crochets with double-double crochets and/or increasing the number of air stitches between the double crochets.
3) A slight waistline can be achieved by changing to a smaller hook size. If necessary, you can create a waistline/narrowing with the number of air stitches in the filet mesh and then decrease/increase the number of repeats.
4) If the dress is planned to be worn without a lining, in the necessary areas of the dress, instead of the filet mesh, you can try to knit a solid fabric with double crochets. However, if the yarn is not very thin, and the ruffles are not particularly mobile, then you can do without a lining even with the regular filet mesh.
