Cast on 22 stitches and knit as follows

9 stitches in garter stitch (knit both on the front and back)
8 stitches knit
5 stitches in garter stitch.
Purl rows as per pattern.
Twist the cable every 10 rows.
I knitted 7 cables. Finish the knitting.
Cast on 36 stitches along the edge, take the central 10 stitches and
knit 14 rows in stockinette stitch (this is the tongue), but it should be on the back side. And on the front side, there should be purl stitches.
In rows 11 and 13, decrease by 1 stitch from each edge, so there are 6 stitches on the needle.
Next, cast on stitches along the edge of the tongue, I got 7 stitches. In total, we have 13 stitches + 7 stitches + 6 stitches + 7 stitches + 13 stitches, a total of 46 stitches.
Knit 46 stitches for 12 rows in garter stitch.
Then take 6 stitches in the center and start knitting the sole, increasing stitches to make it 10 stitches.
Knit the sole until there are 6 stitches left on the right and left needles. Start decreasing the stitches of the sole to 6 stitches.
Close 6 stitches of the sole, and attach the remaining stitches on the needles to the sole.
Cast on stitches from the edge of the sole using a braid for the cuff, I cast on 4 needles and knit 6 rows in stockinette stitch.
Close all stitches, yes I added 1 stitch from the yarn over at the beginning of each needle so that the cuff doesn't pull. Close stitches loosely.
Twist the cuff. I didn't sew it, it seems to fit well.
On the purl side, from the side of 5 stitches, I cast on 36 stitches along the edge and knitted 3 rows in knit stitches, closed them and sewed along the edge of the cable. You will get a tuck where you can pull the strings through.
