Fluffy skirt with hearts

I cast on 256 stitches for the ruffle
1 Ruffle 7 cm. And I recommend knitting slightly smaller after it, so it lays more beautifully.

The ruffle should be made smaller, and what goes up or under it in the finished form.
After knitting a sample, I calculated that for the baby's belly I need about 132 stitches, multiplied that by 2, and started knitting. When the ruffle is ready, the stitches are knitted together in pairs and we knit higher

Each ruffle is knitted separately from the bottom. After two are ready, we stack them on top of each other and knit 1 stitch from each needle into one stitch.
The second one is knitted to the decrease of stitches, then we decrease by knitting in pairs and knit the 2 ruffles together

For the ribbing, I simply knitted 1 row of purl stitches, then continued with stockinette stitch, folded it, and hemmed it.
