 First, knit the waistband: cast on 12 stitches and knit all rows in the front stitch to the desired length. Then, pick up stitches along one edge and knit in the front stitch. In the second row, you need to increase stitches so that the skirt is fluffy. The number of stitches should correspond to  the pattern repeats. The pattern is "peacock feather"
